If you ran it dry and that's the original reason it died, you might want to consider changing out the fuel filters once you get it home because they may now be full gunk sucked up from the bottom of the tank. This may also be a reason it doesn't start.

Why NiCad and not Nimh? I fear that with such heavy current and frequent, but shallow charge cycles, you'll have significant issues with NiCad memory, higher internal resistance and resulting lower current available for starting which then makes the problem get progressively worse.

Uh, I hope you mean that you first disconnect the mil cables and THEN use a jumper cable to tie in parallel. Otherwise the jumper cable directly shorts out at least one battery and make a great arc welding demonstration and maybe also a hydrogen explosion demo as well.
There is a quick and easy trick that may fix it. Try putting a little airtool or marvel mystery oil in the inlet to the drag link air line and work the wheel back and forth. The drag link control can jam up with corrosion and kill the system. This technique will also lube the ram too...
