The other issue I see is once VA stamps the title as Off-road Use Only, if the vehicle is taken to another state the owner might have trouble with registration due to the stamped title from VA.
Many antique cars are not roadworthy by modern standards. From Model T’s and before to cars from the 50’s and 60’s. We take a calculated risk. We carefully maintain the vehicles and drive them carefully to reduce the risk to a minimum.
Since the DOD still considers our vehicles as a potential military asset if they need them, what about a federal law that would allow them to be registered and insured? I know World War 3 (.1427) isn't likely but a fleet of well maintained and operating vehicles could be handy to have around.

The "verify your story" part kind of makes me wonder if someone isn't suspicious of people who own or want to own former military vehicles. Not that it's some sort of high level conspiracy, just maybe someone who has their nose out of joint a little.
My guess is they are worried about vehicles traveling 55 or 65 on the 75mph highways. A legitimate consideration. The interstate's convenient but we aren't going anywhere fast anyway.
