I'll throw this out just to give you more options. I used this to paint my tires- it actually penetrates the rubber like a dye and does not come off. It is water-based and easy to work with. I bought it online at Miller Tire but other places carry it. It's made by Stoner.

What kind of paint are you using? 24087 is just the color code.
Even though its not loose, if the paint is faded/ oxidized it needs to be sanded enough to remove all oxidation. I only primed areas where there was bare metal.

Another AZ member sandblasted his deuce prior to painting- he spent a long time removing sand from nooks and crannies before he could paint. Now 2 years later he's still finding sand.. everywhere.
Boots- I sanded my deuce using a 5" random orbit sander hooked to a shop vac with a HEPA filter. I wore a good face mask and only sanded enough to smooth out the paint and remove loose paint. It's not necessary to go to the metal as long as the original paint is firmly attached.

If the outer seal is loose, can gear oil get into the bearing even if the keyway is properly sealed? Or is the outer seal just to keep grease in the bearing?
Interesting- I don't know which is "right" either. I just used the same technique for tightening the front wheels because everybody I've worked with out here does so.
Regarding step 5 above, I would think the wheels, when pushed & pulled, would have NO wobble.

I don't know either, but I just did all 4 of mine. It's similar to the front bearings.
1- Remove 8 bolts holding axle shaft flange in place, then remove axle. There is a gasket (or rtv) that may require a little persuasion to pull apart. (TM 9-2320-361-24-1, WP 147)
2- Bend up tab on retaining...
