The jig I have was actually made for a torch. I took the torch holder off of it and made one to fit the plasma.
You can control the plasma with the drag tip going in a circle much easier than you can a torch.
Without the "REB" kit, there is really no way to convert a sprag. The high and low section of both t-cases are the same but the front axle engagement and associated power transmission it totally different. As has already been said, find a air-shift case and be done with it.

If I let my MEP-003 sit for a very long period of time the fuel shut of solenoid doesn't want to work. I can reach in there and cycle it a few times by hand and it goes back to working again. I guess it just sticks after sitting for a while. You may want to check yours.

A hyd pump is considered a high amp draw.
Actually, any draw at all on just one battery shortens the life of the battery. The larger the draw just means the damage happens faster. Very small draws may be negligible but it will shorten battery life.
If the shaft isn't spinning when you move the PTO lever to engage the PTO, you've got a problem with the PTO. Take the cable off the PTO lever and see if it will engage by hand. If it won't, the problem will be inside. You should be able to pull the shifter cover off to maybe see what's going on.
Are you sure it's a Cummins? If so, I'd like to know what engine model number.
There were a couple of prototypes that were repowered with Cummins but Cummins engines were never used in production. So either you have one of the rare prototypes or some shade tree mechanic has shoehorned one in there.
