Been out of the loop for a while and have read through the statutes several times. Question, does someone who has a deuce and cucv with permanent registration and the 'stenciled plates' have to re-register and get plates now?

Not just ask your insurance company! Have the agent get ahold of the underwriting department and confirm! I thought I had everything covered on my Deuce and CUCV, but come to find out they will not cover parades!
Strap coverings need to breath, if the materiel does not breath and allow the moisture to dry, you will have rust forming under the straps. Seatbelt materiel is good for this.
Correct, a Frame straightening/repair/alignment shop, not the tire place.
They will check your frame and see if anything is out of whack. You need to see if anything is wrong or if all is OK with the frame and work from there. Some people can take measurements on the driveway and figure things...
Try the frame alignment first. Some shops charge by the hour or inspection, I have been lucky to get the inspection for free and pay if they fix any problem they find.
