I can't tell by the pics - though it looks kind of bad. With no oil leaks I would tend to go with paint. The best way to tell for sure is to hit it with a metal hammer. You should be able to give it a fairly solid hit and the hammer should just bounce off a good block.

I think part of it has to do with the way the Government is regulated. If they don't investigate or prosecute in a few cases then when they do try to prosecute someone that gets seriously out of hand they are discriminating and the bad guys get off free and clear.

Cool truck. It doesnt look to bad in the pics. Just clean it off and hiy it with a few cans of spray paint to keep it from getting worse, It doesn't have to be perfect. The truck looks good and if it made it all the way to Houston without any major problems I would guess it probably runs good...

One thing you can do is to store the rubber parts in a dry clean place.
Water inside your tires is one of the worst things that can happen to them. They use oil to keep moisture away from the rubber.
The oil recommendations are climate dependent. Here in Texas I like to use 40w mobile + 1 gallon of Lucas oil stabilizer. If I lived in colder weather I would use 30w or in very cold I would use 10w30. A lot of people use Rotella I just prefer Mobile both are good. I would always recommend...
If you can find one I don't think sleeves are very expensive. Freight shouldn't be a problem for just a sleeve either. A engine with a sleeve is just as good as any other. They take out the old cylender and press in the sleeve. Its just as strong - probably better because there wont be any rust...

For a temporary fix I would use exhaust putty. They used to have it at most auto parts stores. Its like clay that hardens when it gets hot. It is a temporary fix - untill you can find a good deal on replacement j pipe. At GL?
I agree that the belt may have sat for along period and the cords may be broken or damaged allowing the belt to strech under load. Something I might also look at is the compressor. If it is bad it might overload your belt. Are you geting normal pressure? does it build pressure at a normal rate...
