Sounds like the air dryer to me too. Stick something up into the hole and it should break the valve free. It may have some ice in it if it is cold enough.
My understanding is that that is where the dryer kicks out moisture.
My truck acts similiar (923a2). One easy thing to test is to spray soapy water on the top of the compressor (unloader). I noticed mine was leaking between the gasket and around the bolts when I primed it after replacing the fuel filters.

So am I wrong to think that drilling it so the pin fits is a better idea than heating or bending it?
I don't mean drilling it much. Just enough to get a straight shot for the pin.
It is right in the way of the lever actually, but not mounted in any way. It is wedged against the parking brake housing. I do not use the transfer case lever much so it isn't an issue. It can stay in place while accessing the battery box too.
It is cheap enough and in a great spot for driver...
