Yes there are three filters to replace, the primary is on the right side under the motor to the right a little on the frame.
Also the fuel line runs from the primary filter to the IP pump and that line sometimes is crushed.
That is a good plan to try. Pull the front flanges to get you home. To remove the axle you have to remove the spindle, brake drum and hub, that is a job to do at home.
But if it is bound up you may have to do a field repair.
You need to check to see if any of the spring brakes are caged and get the spring brakes (parking brakes) working before you drive your truck again. The brakes (spring brakes) should come on when you get low on air, like below 60 psi.
