Pull the air intake hose to the turbo from the air cleaner off. Try turning the turbo shaft by hand. If it spins freely then push the shaft tward the engine block with one finger. If the compressor wheel touches the housing it's junk. If not, it's probally rebuildable.

The turbo won't have antthing to do with starting. The "D" can probude more CFM's of air than the "C" will. Both the turbine and the compresser wheel are larger on the "D" model. But the power output is controlled more by the fuel rate than anything else.
Buy you some .005 shim stock from a machine shop supply. Add one shim at a time behind the spring. This will not change the spring's rate. It will only keep the gate from opening as soon. Do this one shim at a time untill you get the desired results. Don't go overboard. Or you will end up with...
