You can clean the impeller on the bottom if it is full of crud by flushing it with carb cleaner or the like. There just isn't really anything to take apart and replace as in rebuilding. The motor housing is a sealed unit.
Sounds like all is well. The battery gauge on these does not indicate the charging voltage. It indicates the state of charge of the batteries.

There really isn't any thing to rebuild. The only part of the pump assembly that comes apart is the lower foot/impeller unit and there really isn't anything to replace.

Well if both of those run to the nozzle on the intake than it is bypassed. Normally if all is connected correctly that larger red colored line going to the filter would come from the mechanical pump on the IP. Here is a pic of the normal line hook up.
