It seems the MEP-8xx fuel/water spin-on filter is put on by King Kong.
Use a good filter wrench, strap wrench which fits and pull really really hard. It does actually come off.

Before you get to carried away. Wait until the unit arrives. The MEP-803A is not really loud in comparison to generators which you might have heard running. A lot also will have to do with access to each of the panels. Maybe just a lean too roof over head.

You might not be done.
You might of had some gelling, some wax in the filters. BUT, it sounds like you have water in your system.
Condensation is a problem with weather changes. Best to keep the tank full, and treated for conditions. Make use of the fuel drains for water.
