unless there is an official letter of interpretation, concensus doesn't mean anything. all of the codes that have been posted up detail performance criteria; this criteria can be met by a properly designed hydro system. not saying that some states may specifically mention "mechanical linkage"...
does your state laws mention hydraulic steering specifically? if it does, it'd be the first that anyone has been able to provide (that i can recall) to back up the 'illegality' myth.
i concur w/ Flat - i've forgotten to unlock my front hubs a few times and driven around w/ the front axle 'locked' in (OEM locker up front). the only thing that made me realize that the hubs were locked was the vibration from the front driveshaft at highway speeds.
i have noticed no binding...
the shut off solenoid should be the only one in the system.
on the 2nd gen dodges, the 'on' circuit holds the solenoid open but the 'start' circuit actually pulls the solenoid open. so on a 2nd gen, you'd have to bump the key to 'start' to see if the solenoid pulls open as far as it should...
if it's the one floating around on the 'net, i have it. it's been of some help, but not tremendous. experienced gear-heads have helped me 100-times over the manual. i took it on a stick to Office Depot and they printed it out and bound it for $50. wasn't really worth it.

not to sound like a smart-ace, but are you sure the fuel shut-off arm or solenoid is fully in the 'open' position?
i have the different style injection pump, but it can be a pain to get the system re-primed enough to fire off.
this is what i do:

so because there is a kit designed to mount to a vehicle, then that vehicle is deemed "specifically designed ... to mount or carry weapons" ?
sounds like a real stretch of interpretation to me, but i've never fought that fight.
a cargo truck is neither specifically designed, modified, nor equipped to mount or carry weapons. so is this passage applicable?

the concensus around here is that the deuce front spring pack is identical to the 105 spring pack (not including the overload springs on the 105).
the hangers are quite different, though, which is why folks using 105 parts need to use a lift block or stack the 105 frame under the deuce frame...
