I just fixed my M1009 today with the same above problems, on both the driver and passenger side.
Had to spot weld two rivenuts to get the rusted bolts out. Had to weld a nut onto one broke bolt to get it out. Had one hole where the rivenut and been pulled completely out on the blazer...
I am working on a similar project. I believe you will need a 4" lift to avoid a bunch of fender trimming for 33" tires. That is my plan for that set up. I am still looking into the stereo, CB issue so I don't have any recommendation, but there are a bunch of posts some with pictures on this...

Stinger Hitch for Deuce
Yes on the rubber pads. They are a bow roller for a boat cut in two , drilled and countersunk, and the drilled and tapped iand bolted with fine threads nto the stinger hitch. That boat part came from Walmart. They work great on making it solid and not metal to metal...
They seem to generally be good units. The one I purchased and the other ones in that group of m1009's in early December all went in the mid $2k's. Chris
