The test harness unplugs from the engine harness behind the air cleaner. But then you have exposed connections. If you cut test harness you have hot leads under dash. If for some reason the plug bothers you, you should just unbolt it and wire tie it under dash.

The new base should have sensor included. I believe the sensor that is left off the new type base is the STE ICE pressure sensor, which often leaked air, so it was left off the improved base.
Would recommend changing filter & fluid. This has never been done on many of these trucks, and the filters clog, especially when they sit. Try this before rebuild.
Make sure you put the spring back in the right order. That is what wheel bottoms out on. Good diagram in TM 9-2320-289-20 P ; figure # 99. Spring is ref # 61. The lock ring mentioned above is critical as well. Good luck.
