If it's not the starter (hoping for a quick starter fix) too much fuel could 'hydraulic' the cylinders and cause it to turn slow. Other damage can occur as well.

Rollie the Goalie mechanic cautioned me on the starter hook-up. I'll follow up on it but if it hasn't spun in a while it might need some special hammers. There's another note somewhere about shocking the generator and it's on a tech tip sheet I can dig up tomorrow if someone doesn't get to it...
