I recently found this tire at a truck repair shop. It has what looks to be a unused (still see Michelin man on end of tread knobs) Michelin tubed 14.00x20 tire. The rim has a small split ring on it. Does anyone know what it was originally used on?

It might be something as simple as a bad wire/fuse connection under the cap on top of the pump where the wires go to it. I would check that first.

If you check around for independent big rig truck repair shops that have been around for a long time, they can usually do the work.

I tried ordering the adapters from Capus. They are now saying that for insurance reasons they can no longer ship them to the US. However, there is nothing to stop you from having someone in the UK ordering them and then reshipping to the US.
