If it is already gelled get a new fuel filter the paraffin in the fuel turns to wax when it gels , this plugs the filters and 911 won't clear them . Fill the new filter 50/50 with 911 and diesel.

Wind chill has no effect on iron , whatever the air temp is is what effects iron.

I put Power Service in with every fill-up , We have used on our backhoes and such since back in the 1980's and have never had any fuel problems with our trucks or equipment. Glad to hear it was a somewhat ( but cold ) fix. this is what we use...
Just because it is installed correctly dosen't mean it wasn't left open sitting on the auction lot, letting rain get into the cylinders . It's a common problem . You may want to pull the injectors and stick your camera in the cylinders.
