The west side of the lower peninsula gets hammered with lake effect snow , Gaylord averages about 140-150 inches a year. Houghton in the western UP averages 200-210 inches a year . Last week in the Porcupine Mountains in western Up they a one day snowfall of 53 inches.

It's kind of ironic the michigan has some of the worst roads in the nation and way back in the early 1970's the banned studs and tire chains on publc roads because of them damaging the roads.
Are the slave receptacles single pin or 2 pin ?
There is a adapter to go from single pin to a 2 pin , single pin cables are more common . Just search for a "military slave cable".
If your not loading them real heavy you could go with a 2 inch receiver extension similar to this.

If your talking about GP are they straight from the government or private sellers .
GP will sell from anybody, there are a lot of private owned trucks mixed in with the weekly sales.
Having the right tires is the key with snow, tall, narrow and aggressive that cleans out. The wider the tire the more they want to plug up and build up snow in front of them.
There is a M1070 located in northern michigan listed in the SS classifeds . They are going to be expensive to ship because they need to go on a RGN trailer.
First thing you need to do is charge both batteries then load test them .
How old are the batteries ?
16v is high could be a bad regulator causing overcharging , which will kill a battery .
14.5v - 14.7v is where it should be.
