If you find a scanner it will not likely allow any manual control, that is a very early and basic TCM and the H1 was a civy truck so it would have a OBD connector you do not have.

Have you put a meter on the sending unit wire #58 to see if it is grounded?
Also have you cleaned all the grounding points on the back of the engine and both sides of the firewall behind the inst. panel?
The only thing the run switch powers directly is the inst. panel, the run solenoid in the IP and the start solenoid, all other loads are provided from the PCB/EESS box, the run switch could not handle the current required for the alt, heater blower etc.
I am not sure what schematic you are...
If you cannot read codes then there is no reason to go any farther until you can, if the TCM will not recognize being put into diag mode it will not operate the transmission.
BTW there are many codes that do not illuminate the trans light, if you do not read them you have really no idea if you...

That problem is solved by using the parts TM and looking up your truck, your truck is a M998, no such thing as an A0 (EDIT, not in the TMs anyway)
