The LED dies on some of them, but the system still works... Use your voltmeter on it and you will see...Pulsing only occurs some small fraction of the time... They take a lot of abuse... You might think of velcro sided tape to hold it on... works fine and you can remove it easy enough...

Gauges are at the mercy of the float. When you move or bounce, the fuel surges and the float goes up and down, your gauge is dampened, so the move is not immediate, but sedate. It is normal...as the tank is long fore and aft and you get a lot of fuel movement.

If it is the wrong pump, better confirm it. No sense wasting time and money on wrong one. I am not familiar with the different PT pumps.
more elbow grease.. seems like some Mechanic #333 has torqued to too tight before trying to fix the leak... I suggest just cutting the hose after you get the replacement an also putting a new gauge on the new hose. Remove the stub of the old hose from the other end with a good tubing wrench...
