Most of the commercial headache racks I have seen are U bolted around the frame section with no welding or cutting of the frames needed...check out some at the local truckstops...Petes, Navis, Western Stars etc.

Get the rigging tm and use whatever method seems appropriate.. About the only use for cable around me is the lifting media. aka winch or crane... I use chains and slings for everything else... I have a two part chain sling rated for lifting..go talk to a rigger running a big crane...
I would first see if the intank pump is running when you turn on accy switch...that will tell you if all power is dead, or just some of it. On the outset it just seems that the accys are not getting power. I would just use a test light and start following from the positive post of #2...

The linkage from your pedal to the IP is a complicated piece of dung. Be sure it is free and clear and not bent, and that the spring loaded part is loose and straight before you start adjusting things...also check to see that the shafts into the IP are not binding.

14 ft is the std 5 ton body and the tarp is about 15 ft long to allow 6 inches of wrap. I believe all the dimensions of the truck are on your dash data plate and of course in the Manuals...the 211 or 260 series used the same type bodies.
Around here they are paying $120 for a complete car and $150 a ton for #1 and $100 a ton for mixed metal..lots more for copper, aluminum and stainless.
