The plug is right where it should be stored in the top hole , that plug is for fording and covered in the -10 operators manual along with a lot of other information that prevent expensive damage or injury from improper operation .

Looking at their website it looks like they now have them up to 1/2 inch they used to only go to a 1/4 inch . But with Tapcons you have to use the correct size drill bit ( they come with the boxes of 100 ) or they won't tighten down right . They are good at holding thingsto concrete but snap...
Tapcons don't make them that big . Expanding anchors would be best suited for that , but it could just be the photo but it looks like the holes are angled and removal at a later date could be a issue . These would be a good choice http://www.confast.com/products/double-anchor.aspx

Plow truck progress
Since the trucks sit high to start with, a M927 ( long wheelbase model of the 939 series )
would be a better choice for a 500 bushel bed .
This guy also listed his location as "State College" ( but no state listed). But I.m guessing he wasn't enrolled since he had a hard time comprehending the site rules he agreed to.

You should probably keep one thread going for your recovery so all the information is in one thread , rather than starting a new thread with each problem . It may be a good idea to post the rest of your route to see what members are along it .
Servicing the air dryer should be the first thing done to a auction truck , it is not a design flaw it is a lack of maintenance. As dilligaf13 pointed out they don't like sitting and the major cause of failure is neglect. They should be serviced on any auction truck before hitting the public roads.
