As far as I recall, the civilian pump has a rubber "shock absorber" in the drive inside. They are known to disintegrate and clog up the insides. Military spec pump has an all steel drive train. Someone else probably has better advice.
Our VFD used a 2 inch high pressure pump from Northern Tool that does the job for us.
Have one on a tanker for water transfer, another on a brush truck supplying 1 inch hoses.
