Most likely AGM had to agree to purchase X number of components to get them custom made to AMGs specs, really cannot blame them for trying to protect their interests, I would.

Sure looks like it is not charging, IGN is correct to excite the alternator, will not be anything at AC if it is not charging, 12V term looks right for not charging.
On the basic the solenoid just powers the blower and excites the alternator, you could put a volt meter on the ING/EXCITER terminal of the alt to see if that is the run solenoid cycling, probably is, I would assume that solenoid powers the AC blower on AC versions.
That cycling of course is not...
The instrument cluster is powered directly off of the run switch so it will be off when in the stop position including the volt meter.
I had an EESS do that for a while, it was turning off and on the run solenoid in the EESS box, if the blower was on it would cycle with the clicks as the blower...
NEVER use starting fluid on the engine, period....
Does sound like you need to trouble shoot the glow plug system.
You can get a block heater for a civy 6.2/6.5L diesel, try to get a good one ( AC delco etc,)
Replacing the fuel filter immediately is a must do.

You should change all fluids and filters, you have no idea what was used correct or not before you took possession of your truck, not to mention it has sat for years, you have no idea if it had...
It necessarily must have a tap for the 12V, that connection has to be between the two batteries, what I am saying is I only see the wire/fuse to the aftermarket equipment, I do not see any other tap..
Check the schematic on the file I listed and see if you have that wire connected.
A couple things, the voltage should not fluctuate until the main timer has timed out, 8 seconds or so, then it goes into "after glow" where the EESS turns on and off the glow plugs to keep them warm for about a minuet or so, then they turn off.
If the wait light is just "blinking" and the EESS...
I just do not see any other 12V connection in your picture, the pic does not completely show the connection between the batteries, there must be a 12V feed to the transmission, maybe I just cannot see it.
