The radiator is the lowest point, that should suffice. You will never get all the coolant out unless you pull the liners out of it. There is a 1/4 pipe plug at the exhaust side , rear of the engine. You can take that out, but it all still will not come out.

The shut off cable goes into the pump under a cover at the LH rear side. Take the two screws out of the cover, stick you finger in there and make sure the shut off isn't stuck in the pulled out position. If you push it forward and it moves, it was stuck. See if that helps. As for the fuel line...
They are all about the same. Since there are a mess of them out there now, do some shopping and don't just snap up the first one you come across...unless it is a smokin' deal! Look at them carefully. Look at the trailer cords to make sure they aren't cut up, look at the air line (s), the late...
Check the unloader in the compressor for the not building air thing. Also, check where the battery cables exit the box and go through the frame, they rub bare there and in the engine compartment where the B+ makes the bend to the starter, they like to rub bare there too.
