I agree with Jake. The line that goes to the bulkhead fitting runs up, inside the drivers side frame rail. Should be easy to trace. Since the relief valve is going off, i'd rule out a hole in a line going to the delivery manifold. It is most likely somthing in the tank if there has been nothing...
