Super Starter Shop in Flint, MI is the same type of quality rebuilder. Alternators too. I've been using them for years. They used to do stuff for the ANG so they are very familiar with 24vs, isolated grounds, etc. Very reasonable prices too.
Unless it was processed for extremely long storage and properly stored in a climate controlled environment, rarely driving it is the worst thing they could do for them (there were 2 in that condition/price).
I caught a tree branch with one of mine one year and needed a replacement. I bought some from either white owl or adelmans, dont remember which. I bought more than a couple since I thought they were so cheap. About $30 each, NIB like the first post shows. They may still have them.
I know you said it was sold as a "verified" working unit, but check to see if the am-1780 has internals. I had a similar experience a few years back. I had installed all new components and I still couldn't get the vic-1 to function. Bjorn (Cranetruck) helped me alot with my install back then...
I've gotten them without hardware too. Call Rancho first and tell them yours was missing, they should send it. If they say it's hardware they don't carry or include, well then someone else will get your money.
Nice trucks! If they've really sat for 20 years I would put some oil in the cylinders and let them soak for a few days first before trying to crank. Even if the motor turns by hand there might be some rings stuck to the piston.
