99% sure most all Dueces have DOT 5. Sounds like you mixed DOT 3 and DOT 5 if so that's bad. Here is a link to the manuals. You need to fix the leak and ensure your brake system is repaired before you drive the truck.

What size socket is the drain plug?
I have the same problem normally my large adjustable wrench works. Not this time going to have to through down some coin and get a closed end wrench.
Best option would be to take off the inspect plates.
I am hesitate to even respond because I bet your bearings have had all the grease washed out.
Water above the hubs means mucho pcms.
Here is a pic of the fuel cut off on the injector pump.
The other are the drains on the fuel filters and drain plug on the tank.
That screw on the dual fuels drivers side near the cab is what I use to all the air I can before it hits the injector pump.
There is a bleeder screw on top on the finial and secondary filters. You should be getting a good flow coming out?
If it was me I would drain the tank, new fuel, and replace the fuel filters.

Since I had took my radiator to the shop and had it rebuild and replaced the thermostat. Truck stays at 180.
