That hose setup is one of the worst cases of bad engineering I have ever seen. Everytime the wheel is turned, that hose flexes and tears very quickly. I shortened mine and lengthened the two air lines that feed into it and let them take the flexing instead. It works much better that way.
I've used 24087 on my A2 engine and it holds up great. I've not used 383 on an engine, but I did use 383 green on the exhaust stack of my A3 and it is failing rapidly.
If the in-tank pump is working properly you can hear the fuel being returned to the tank when the master is on with the engine not running. I don't know how well you filter the WMO, but it needs to be well filtered. I would start from scratch.
