Something else to keep in mind, clicking of the fuel pumps doesn't mean they are working properly. You have 2 pumps in line with each other and each pump has 2 check balls in it, one on the inlet and one on the outlet. If any of those 4 check balls gets stuck open or closed your fuel delivery...

Definitely don't idle or operate under 56 Hz or so.... without disconnecting the excite wires, you WILL very likely damage the VR transistors if it's run at low RPM too long.
Don't worry about operating without a load, the prior owner was probably thinking more about the older single cylinder...
The IP can seem intimidating the first time you do one. There are a couple simple tools I've made to make it a lot easier, but it is doable without these tools.

Often times the plunger guide will skip 90* rather than split in half and stop the plunger from turning.
When the plunger guide skips it throws the fuel injection timing way off.

Removing and rebuilding the IP is the only way I know of to free up stuck plungers.
While you're in there upgrade to the 1 piece steel weight basket and coupler instead of the OE rubber coupler.
They are available on Ebay for around $75 or maybe $125 for a rebuild kit with the steel coupler...
If I follow you correctly you are curious as to why you are seeing fuel in the return lines with the machine not running?
If so, this is normal, the return lines and supply line to the IP are connected together.
