Slick setup. I could have used a setup like that many times hooking trailers. We had a water buffalo end up on its back end. Had to get it with an M548.
Park close to the shop on cold mornings if you leave it outside. The good thing is you could have a gas powered air compressor in the back instead of jumper cables.
If this starter style is that common you'd think you could find a 12V version and do a complete conversion using a used starter...
Won't running a 12V motor or starter on 24V make it spin faster? In a pinch I'll jump a 6V tractor with a 12V. They spin faster but heat up quick. If the winch turns faster the pulling capacity should be lower.
If you aren't going to use it much I'd pull 12V off one of the normal batteries...

Has anyone ever called a Hercules distributor? I called the one in Duluth MN about a D4800 12VDC starter. I bet a distributor would know about the oil filters too. If someone lived close to a distributor and could drive a deuce to their shop I bet the question could be answered real quick.

The M139 looks like it has a Fuller or Rockwell shifter in it. It's set way back against the seat. Doesn't look like a std 5 speed.
You need a bigger tank. The little ones get too cold. A 20 lb cylinder gives off enough vapor due to the increased volume. Or keep it inside. I've had to wrap a towel around the little tanks to keep it alive long enough to use the grill in sub zero temps.
Charcol works good too but hard to get a pan placed high enough of an MV.

I'd go with 4 batteries parallel and series to get 24 volts. Considering you must have been close to -30 last night it's a lot easier to pull four car size batteries than two big ones if you wanted to keep them inside overnight.
I'd run a single 11x20 for a spare. Being the same diameter there's nothing wrong short term mixing fronts like that. It may pull a tad but beats investing in two spares.
