With your left hand, put your index finger on the lower right lever, push up and with your thumb push the upper lever over to the right at the same time. Make sure your master switch is on first. If the bottom right lever doesnt move at all, then its probably broken.

That winch is rated for 45,000lbs, bare drum is 25,000lbs. I don't think these trucks ever came stock with a crane? I thought they were single and double winch only.
I picked up a smaller container with a forktruck (20' maybe?) and it weighed about 8,000lbs. Thats gonna be pretty heavy even with the bottom and end cut off.

I have brought numerous classified ads to the attention of Chris (steelsoldiers) over the past year. I finally got tired of seeing the same ads (that should not be there) in the classifieds over and over again with nothing being done.
I feel your pain and frustration.
Put a multi-meter on the batteries to see what the generator is putting out, should be higher than 24 volts ( maybe 27or 28?) to charge the batteries. If it is not higher than 24 volts, I would suspect the generator. or voltage regulator if its separate.
Look on the drivers side frame rail. It might be hidden under several layers of paint.

I would heat up the oil and let it sit for a day or more and then drain out the bottom of the barrel. Also put a filter before the inlet to the centrifuge, something like a 50 micron maybe to get the large stuff out.
If it has an original Cummins engine, then its not a 2.5 ton truck (i.e. deuce). Its a 5 ton 809 series truck. the brakes will be the same air assist/hydraulic system.
I think there was a thread on here about someone who switched an older 5 ton over to full air brakes.
