I would just run a new line from the fuse box but if you just have to use the radio power supply why not break out a multimeter? I am fairly sure there are two 12V lines running into it to get the original 24V.

It also depends on if your going the GL route, GSA, or private sale. Here is my 2 cents:
1. GSA: under $1000
2. GL: up to 2k perhaps a bit more depending on condition (always pre-screen and check for bent driveshaft from forklift)
3. private sale: up to $5k depending on any work done/condition...

I have seen people that just take the mount portion from the rear of the truck and weld it along with a plate to the front brush guard, I have also seen hunting style racks get mounter to the roof of the M1009 with the spare stored up there. Good luck and post pics of your solution.
