The dim headlamp on one side could be as simple as a bad ground at the radiator/core support or in the headlamp socket itself. I am not sure what tab you are messing with. You know what I mean?
Yes they do have an up and down. I pull all mine out and put them in a box in the same order I removed them. Up side UP and down side down. Let me get a look at one tomorrow. I don't recall a difference either. Did you at least keep them in order? Or did you throw them on a pile? :) Just asking...

If nothing else and the O ring is still in place. Put a little dab of grease on the flange and reinstall the lock out. Not a bad idea to take the lock out apart and clean the mud and dirt under the free/lock handle. That mud can really pack in behind there.
Did you open the 19MM nuts at the delivery nozzles? I would do that and remove the glow plugs and crank it till you see fuel leaking at the nozzle nuts. Tighten them up after you see fuel reinstall the glow plug's and start it like normal. Glow plugs removed helps spin engine faster and easier...
