I would use a steel tank in decent shape with no rust issues. Elevate it and put it on the south side to let the sun heat it as much as possible that way you can drain any water/sludge that settles out.

Heavychevy If you talk to the right people at Barstow ( i.e. NOT Dave!!) they will probably let you use the loading docks that are there. They loaded my M54A2 for my truck driver right at the docks.

If its a M543A2 then its not an 80's model, they stopped making the M543 in the 60's I believe. I have seen good condition wreckers go for $10,000 but that depends on who wants it and where it is.

On your water heater problem - you can disable the upper heater and just use the bottom one as a 110v heater, just takes a little longer. Have you tried asking this over on the biodiesel info pop site? They are pretty knowledgeable over there.
