I always thought that was funny, the V belt trucks that could use the quick connects normally do not have them and the serpentine truck that do not need them usually suffer from leaking quick connects which is their downside.
Check to see if fuel runs out of the water drain when running and cold, then try it again when it is running "weak" if there is no flow close the valve immediately as it is likely you will be pulling in air.
It does sound like a fuel restriction issue.
Get a laser thermometer and see if the brakes are getting hot, also have you rehabbed the fuel system? clean tank? change the filter? replace the lift pump?

I would say if it has a air lift rear bumper it is a "heavy variant" after rebuild, maybe they did not have any applicable data plates available.
Yes they gave it a new serial number, the MWO was for a bumper reinforcement for the 1097/1097A1 and some of the A2 trucks.
