He's not wrong but IMO the C7 trucks are worth a reasonable markup on the entry price. For one they are rare. Only about 1/5th of the non-LTAS trucks were ever made as A1R C7 trucks. The military still owns quite a few with National Guard and Reserve units so they will continue to trickle out...

Unplug it and check the voltage on the bus. And yeah - what diagnostic tool are you using exactly? I would be checking that it was plugged in correctly and nothing is shorted because burning up a termination resistor is some serious shit and I would be worried it could damage modules on the bus...

That would be a pretty wild thing to "burn up" as the J1939 bus is all low voltage. I have never heard of such a thing and I deal with CANBUS regularly enough to know what the high and low waveforms look like...... they are typically +/- 1v.

No - there's TWO chains. The lifting chain with the threaded clevis and then a SAFETY chain that goes around the wheel and attaches to the spare tire frame with spring hooks. You can see the safety chain hanging from my van frame to the right of the carrier:
