The wet sleeve vs non wet sleeve being debated simply because of available machine shops around isn't really fair to the machine. I can't speak for the 3 cylinder JD engine, but I've seen more than a few small 3 and 4 cylinder Kubota diesel engines on reefer trucks with over 15k hours on them...

No voltage at startup can be not having the "start" switch held long enough. From what I've heard you have to hold it until all the gauges have stabilized, which can be 5-10 seconds after it's fired and running.

the "sells with a clean sf-97" is for vehicles sold from the Marine Corps. They don't go through DLA, so don't get the same restrictions on their sale as the Army trucks do.

6.2 and 3 speed reportedly cruises at 50-55 comfortably, with the 6.5NA and 4 speed people report 70-80. I'd imagine since the transmission is the same the 6.5 turbo will be 70-80 as well. It's more about the transmission than the engine, going from 3 speed to 4 speed makes the cruising speed...
These units run much better long term if operated above 75% of their rated load whenever possible. So if you can make it work with a smaller unit that's better.
There's also the fact that the larger the unit, the more fuel it burns just to operate.

It also depends on the amount of weight in the vehicle. The rear end typically doesn't have as much weight on it, so the rear brakes lock up before the front do, especially when applying the brakes hard. I can make the brakes lock up on the rear of my M1123 even with a small load in the back...
So going by the pics, it looks like pressure dropped as oil got warmer over time, and then settled out at right around the minimum spec for the operating range. The last two it's pretty much the same pressure there, so I personally would not be worried.

Normal operating pressure is supposed to be 25-60. If the gauge is reading 23 after operating for 45 minutes it's still very close, and these gauges aren't the most accurate to begin with. You said earlier it has 2 hours on the meter after going through reset, so no idea how many hours are...
A GFCI also has nothing to do with frequency. Simplified, it's just checking to see if there is a voltage showing up on the ground wire that isn't supposed to be there, then trips the circuit if it measures any (something like 100mv is enough)

Also, if your meter leads are long enough, you can check from the positive stud on the generator back to the negative battery post. If you have good voltage it's almost certainly an issue between the battery negative post and the vehicle ground.
the #6 cable you moved might be part of the issue, but it's not the only possibility. If your ground cable isn't making a good connection to the shunt and then to vehicle ground you can check every positive connection on the truck and still not see voltage.
