I doubt if it is legal in califonia for anyone to ride in a towed vehicel , I know it is illegal in michigan . And california is the leader in rules and regulation .
There are no short cuts for saftey , bad judgement when towing a MV with another MV and somebody gets hurt or killed reflects badly on the whole MV community .
Also don't believe the gauges the hour meter looks to have been replaced . 3943 miles in 47 hours equals a little over 83 miles an hour . 50 mph in a stock duece with stock tires is pushing the safe rpm range for a multi-fuel ,so you can count on at least the hour meter has been changed out .
That might be alright in texas , but with the large amount of salt they use here in michigan your 1/4 drain hole will be come a 3 inch rust hole in no time .

Your calculations for the tire load you are assuming a perfectly balanced load . But the problem you are having is the back is sagging witch means the load is heavier on the rear axel than the front . Load the truck and go to a truck scale you will find you have a greater weight on the rear axel...
The air bags will work just fine . But you will still be overloading the tires ,risking a blowout .
Go to duel tire set-up or get a trailer with brakes
I would just pour some concrete in the section that it is tearing up , you have to seal asphalt every couple years no maimtainance with concrete and no ruts from parking on a hot day 2cents
There are a lot of times the officer on the scene could careless who pulls somebody out especially if there is a backlog of calls . If thereis no damage they don't want to sit a wait while other calls back up , the faster they clear it up the less chance for a crash from people rubber necking as...
