In a correctly vented system at rest the pressure inside the WC is equivalent to only about 20" of brake fluid column. Specific gravity for DOT5 being almost 1...
That's what I think it is.
First I would reduce pedal free travel to 1" or little under and see if it made any difference. If not then the input shaft nose could be running dry in the pilot bushing causing enough drag to have the input shaft spinning all the time, especially after transmission...
Normally tags/dataplates are on both, the hydraulic head AND the pump housing.
All required info as to what IP should go on what engine model is in this TM 9-2910-226-34 (attached, since the manuals section is momentarily down....)

Your IP was removed for inspection/repair while motor and/or starter kept untouched. Then all went back in, you have fuel at the injectors (and the white smoke confirming it) but no start...
That's what I used as lubricant on those (new) HEMMT O-rings.
Although it looks to me that they are made out of silicon rubber, so any kind of grease could be applied with no harm.
