Upon further reflection I would also like to suggest checking the connections. In a no load scenario voltages will read good. As soon as you put a load onto a faulty connection resistance can increase to the point where you are just generating heat at the resistance point and the starter won't...

Looks to be a fair deal if you can get the title question straight. Very few M35s being surplussed anymore so they are getting more scarce and prices will probably go up.
The alternator I got for my M813 puts out about 80amps but it is not on yet so I don't know what it will do at idle. I have TM's bracket on one of my Deuces and it works fine but I never paid attention to idle on it either.
