Did you replace the thermostat? Did you replace the coolant bottle cap? Is your fan installed correctly? Meaning the blades are moving air in the correct direction, they can be installed backwards.
Lastly, you very well have a blockage in the coolant system. I would remove the radiator and have...
black box silver label is not an EESS, it's a PCB protective control box that requires a glow plug controller in the water crossover...not the same as an EESS S3 and TSU.
the standard for all trucks is EESS...be it S3 or yellow label EESS with TSU by Nartron or KDS.
so, I have heard, but cannot verify...the reason for the mismatched mounting is to confuse the enemy as to what direction the truck was moving....just what I have been told.
No way to test...but the signs of a bad EESS or older PCB is either a quick flash of the wait light and nothing, or a constant flashing, at the same time as you pointed out, no fluctuation of the voltage gauge showing the GP's are drawing voltage.

You don't need the outer 2 brackets, nor to you need the inner 2 brackets, unless you are going to tow with it, and even then I doubt it's needed. You only need the inner and out frame brackets to mount the bumper, you can use A1 outers if you cut in the 2in hole for the tear drop shackle.

Oh...and the number one reason for hot running truck I find is a bad radiator cap.
in order for the cooling system to work correclty, glycol requires it be pressureized to raise the boiling point, if the cap is let out pressure, the coolant cannot do its job, the cap is 15psi.
