You should see about 100 psi at startup. Will drop to about 85 PSI when warmed up. 15 is way too low. Have you followed the TM's No Crank procedure? It walks thru testing each of the items in the crank circuit.

Did that fix the short to ground or is it still shorted?

Are you following the procedure on the data plate above the pull start cord when doing a manual start? After doing the pull start you need to also momentarily toggle S1 to Start position to clear the OP fault. For the "no crank" problem there is a section in the -13 TM to troubleshoot that.

To me it seems to be a fuel delivery problem. Starts to starve, RPM's drop, gets fuel again and over revs causing Hz to drop and then go high. Possibilities in my mind are... - Failing primary fuel pump? - Crap in the tank randomly clogging fuel pickup? - Clogged fuel filter on the primary fuel...

Correct, it is set up to be an AP (access point). When a device such as a cell phone connects it is assigned an IP address. Additional devices can connect to it and they are assigned their own unique IP addresses. A WiFi device does not need to be connected to the controller all the time...

The 831's do run at a high oil pressure. Mine with the factory break in oil runs at about 130 PSI at startup.
