What you have stated here does not make any sense. I have done about 5 bonded titles for title-less MVs in Texas and other than the expense, it is completely painless. The bonded statement on the title can come off after 3 years if that bothers you.
Edit: Bonded title is for 3 years, not 1...
I think what he is referring to is that the vacuum pump provides ventilation for the distributor, and if this ventilation is lost, the points will burn up.

Got my LMTV there, great bunch of folks, too bad they are about done with military trucks. They have a huge forklift for loading assists. The trucks there come from all over the US. Mine was trucked in from Alaska.
The 395's came out with the FMTVs in 1994. Weather checking will not cause a blowout, but cracks in a crescent where a tire has been sitting flat will.
Let me guess a Michelin? If the tire sits flat for any length of time, this is what happens. It is hard to tell, but there is internal sidewall damage. Cracks are the tell tale.
I'll never understand why a modern turbocharged/intercooled empty 17,000 lb diesel truck gets the same or worse fuel economy as a loaded 80,000 lb class 8 big rig.
Looks like GL sold this in Event 5308 in July of 2010. (Writing on curb side front fender) Looks like a Camp Shelby truck to me. Good luck with it, they come a lot worse.
Here's an alternate concept for "rally" truck protection concepts. Possibly designed by Oshkosh, this is "Hound" from the Transformers 4 movie. Looks pretty good to me, might even stencil the autobot symbol on the door of mine. (The movie is not exactly worth sitting through)
