It's worth that. Check the shipper (boom extension) carefully for bends. The broken cable and extended shipper are warning signs of trying to lift too much.
Welcome to the site. We all have to start with something. You did OK with your purchase because the tracks are worth that even if they are not that great. As far as what model this was, that will be tricky. The very back of the frame will tell you if it was a M2, M2A1 or M4 or M4A1 (short)...
Ouch! A3's have a main fuse? Looks like the internal voltage regulator failed and sent the alternator into max charge, which it tried it's hardest to do.
This is a very fine unit. The Hyster website has a serial number decoder for year built, engine, options, etc. These sell for full retail value when they come up on GL, I have yet to find a bargain to replace my Cat V40B.
I paid $2200 for mine last year. I have not fired it up yet, but looks to be OK. Came from Forestry fire duty. The transmission/transfer is a single unit and designed for the engine. Good luck trying to mate a different power plant to it. At this point, these trucks are museum pieces.
The DUKW guys that spend years on end driving in and out of water have found that pressurizing the axles with about 2 psi will keep the water out of the axles.
I think that set was intended for stationary mounting and not a field deployable unit. There would have been no enclosure. The set is civilian design, using the Cat diesel D-??? from a motor grader I believe.
Black oil= rear main leak. Red oil= Transmission oil leak. Green antifreeze= OMG you have a real problem. The drain plug is not there to retain a bellhousing full of oil. The bellhousing should be dry. Trans oil could be coming from the torus housing or front pump seal.
