Looks like a 1952 M211. First I have ever seen with the arctic personnel heater kit somewhat installed. Parts are not too hard to find, just call around.
They are what you suspect, early design locking hubs for the M211, M135 (G749) trucks. They will not fit anything else. New ones were around $450 /pr when they were available, not sure if they are anymore. Welcome to the site.
There is a conversion harness that connects the 60A alternator to the 4 pin cannon plug that plugs into the 25A regulator. I think TJ Murray has them. I did that on my '66 M275A2.
Was your M1031 originally a PTO generator or was it the gas engine generator? I will possibly be parting out a PTO generator setup, I will know in 2 weeks.
I would order a 4 gallon case to start with. You might need more. The hard top is a scarce item, you almost never see wartime pics with a truck with the arctic enclosure.
Looks saveable. Could have been an Air Force truck, see the "airdrome signals" decal on the dash. Got a hard to find civy distributor in it, also the cool hang down air cleaner mod. Looks like some rust is getting a foothold on the front sheetmetal.
