Niagara Military Parts has the wheel cyls for like 20 bucks (there are 12), the master is same as Reo pattern deuce, and the air pack kits can be had at Memphis Equipment and others . . . Plenty of work to fix the brakes. Swing by SECO and see if they will make you a deal on some take off...
I really appreciated GL showing the tach at 500 rpms on the runners. Everyone always poo-poos GL about hiding the bad, here, you can be confident the trucks are fresh turn-ins and not some cann point hangar queen.
What about the lazy but high dollar option 3, the Gear Vendors overdrive unit? Anyone running it? Seems like you could install it in an hour. Much easier than the ratio swap or trans swap.

I put silicone brake fluid in my M135 in 1983 and all 12 wheel cylinders, the air pack, and the master still work great. Dot 3 and it would be a crusty mess. I hate doing work over and over.
Must be a plugged passage thru the block or head. I would pressurize the oil gallery with compressed air with the engine off and rocker shaft removed, and see if you can force a wire down the passage and dislodge the blockage.
6 mils of epoxy paint and you are good for life. Sherwin Williams Tile-Clad, PPG Amerlock etc. Epoxy is the only way to go for trucks that will not be trailered showpieces. Make sure you prepare the metal by sandblasting.
Really really nice work with the patch. I appreciate that you took the time to sand blast the rust first. I wish all of us would do that quality work on our trucks.
