Are you using 24v head lamps?
To make the filaments smoke you would have to put more than 24vdc into the bulb.
With jumper wires (hi, low, ground) directly off of the batteries, can you light the lamp without smoke?

On the drain valve heaters, can they be wired in series, with one switch? Some folks run two 12vdc components ( head lamps or side view mirror heaters/defrosters) that way.
The downside is if one fails, both do not work.

Are you looking for fuel at the injector, by loosening a fitting, or are you saying each step was a failure because the engine didn't start? I would look for fuel at different points along the path. Also check the fuel cut out switch and mechanism on top of the IP. Is the 936 a Cummins nhc250...
I am no lawyer, but I would ask when the 9 digit rule went into effect, and if the WA title was issued before then, see if it is grandfathered in. I guess I now need to go look and see if I have 9 digit VIN titles.

Aerodynamics was always brought up as a concern with school bus fronts on the skoolie forums. But there, I was told that the aerodynamics from flat shapes and air dams didn't start to make a significant difference until you reached speeds in excess of 60 mph. A bit of a dream for school buses...
