If I'm not mistaken Rock Auto has a 24V replacement pump. Airtex E8131 that I have used. Not OEM but a cheap alternative. You will need to change some hose and fittings and it is suggested to use an inline filter before the pumps. Aircraft Spruce also has Facet pumps that will work.

I use push lok hose and fittings to replace any old lines I change.

What is the amp draw at 75% load. Check it with an amp probe. I have had bad % load meters. Maybe a bad gauge and not bad breaker.

I took a starter off an 003 engine and put it on an 002 with out any problems.

Check the starter lockout switch located by the oil filter. You can jump out the wires if you undo the cannon plug, has 2 wires. This switch keeps the starter from engaging if you need to flash the field after engine is running. If it starts after jumping the 2 wires then take off the cover and...

I think THHN would be the choice for conduit runs. According to my electrician friend, SOOW cable is not supposed to be in conduit as it needs to be exposed to the air for cooling. Maybe check with some electricians in your area codes may be different in your neck of the woods.

The little bit of overvoltage problems I had, always led to the volt regulator.

An out of adjustment or faulty injector will give you this condition, along with other things, but most of mine cleared up after rebuilt injectors
