Before you test all those sensors etc.
Push the reset button on the S9 speed switch on side of engine.
They trip sometimes during transport of Genset.
The speed switch has centrifuge switch for over speed and it can be reset pressing the reset button
I'm not really looking at the diagram right this second but I was under the impression that it wouldn't crank if the speed switch was tripped I could be wrong my memory is not what it used to be

I’ve looked for that button I can’t find it and the manuals picture is to dark to tell
This is the mechanical S9 switch

it’s on the left side of engine when looking at cubicle

it’s the round goldish looking thing

Push bottom is on top next to cannon connector - it’s small round either black or red button

I pushed it in but it comes out unless it’s spring loaded or has to be running when you hit the reset
Once pushed in, it resets S9-3 normally closed and the push button comes back out
It’s the NC contact S9-3 in the wiring diagram @Scoobyshep posted for you to trouble shoot

Start Genset and see if it keeps running, if not start looking at oil pressure switch and coolant temp switch
You can simply disconnect the connector and jump the two pins and start Genset, if Genset keeps running then you know which switch / sensor is bad

I am going to sign off for tonight. I am old, I got my heat pad in my bed 🛏 turned on already to relieve the tension and pain in my lower back and it is past my bedtime to begin with.

the rpm is indicated by the Frequency gauge in Hz

60Hz equal 1800rpm
50Hz equal 1500rpm

you can calculate the rpm by multiplying the shown frequency by a factor of 30

Btw. what does your oil pressure gauge show when Genset is running ( even with battleshort on) ?

Have you actually read the operators manual and familiarized yourself with all the switches and gauges and how to operate this Genset?

as to your question if the S9 assembly should easily rotate, the answer is no.
It will shift the rpm trip points of the three internal switches S9-1 S9-2 and S9-3

I’ve read a lot of the online manual and is there a certain set spot for me to put it and tighten it down ?

Your Frequency Adjuster is basically your rpm adjustment.
When you read your manual on how the electronic governor system works then you will find out that the unit has a hidden switch whose location is detailed in the manual with whom you can select fixed 50Hz / 60Hz or variable frequency

That’s really what made me buy it I thought it looked clean only thing left to do is track down that battleshort and see what it causing the problem
That's a great attitude. I'm a bit more on the page of post #73 when it comes to the use of the battle short switch.

Good luck tracking down the battle short issue.

STOP!!!!!!!!!!!!!!!!!!! You all are jumping ahead of the troubleshooting for this set.

Lets ask some questions first. When you start the set, and then turn on the S7, (battle short), and release the S2 (Start switch), is there one of the red idiot lights come on, on the fault indicator? If so, what light? When you press, the press to test switch on the Fault Indicator, will all the lights come on? When you release the reset switch, do all the lights go off? I always did a reset before I started the set and after I started the set. Just to be sure.

When the set is running and the S7 is turned on, it bypasses all those safety functions. BUT the fault light MUST come on. So if it doesn't, there could be something else wrong. Not a safety function. Like the A4 card, or the K1 Relay on the A4 card. Open the control panel, take the 4 ea. nuts off the A4 card, pull it forward, and look at the back side to see if one of the electrical traces is burnt through. Use a flashlight. Then take the K1 relay out, and swap it with the relay below it. Try and start the set normally. What happens?

Also, keep in mind, there is 24 volts hiding in there to bite you. And when its running, AC voltage in there also.

Now I am off to a rock concert. Might be able to work this later tonight. Might not.

All fault lights work when I hit the test reset button when I fire it up and hit the battle short there is no fault lights coming on.
